   ईराकी नेताओं को गले लगाने से यह तथ्य भी धुंधला हो जाता है कि बगदाद प्रमुख निर्णय बुश प्रशासन की इच्छा के विरूद्ध लेता है . जैसे तेल नीति को नियन्त्रित करना, प्रशिक्षण हेतु ईरानी सेनाओं का प्रवेश और विदेशी संविदाकर्ताओं को ईराकी कानून से उन्मुक्ति की माँग को अस्वीकार करना. कभी-कभी ईराकी नेता स्पष्ट रूप से अपनी स्वतन्त्रता की बात कहते भी हैं. उदाहरण के लिये 2005 के मध्य में जब रक्षा मन्त्री सादोन अल दुलायमी से पूछा गया कि क्या तेहरान के साथ समझौते से वाशिंगटन असन्तुष्ट होगा उन्होंने उत्तर में कहा कि दूसरे देशों के साथ ईराक के सम्बन्ध के मामले में उसे कोई निर्देशित नहीं कर सकता. परन्तु ऐसे तनाव अधीनस्थ ईराक पर स्वामी का आधिपत्य जैसी कहानियों के नीचे दब जाते हैं.
